Generally speaking nobody owns the sea, thus inevitably everybody ends up exploiting it.

Inevitably area gets over fished and all manner of toxic chemicals end up in the water.

Then often people claim their is a problem but nobody takes the challenge home.

However one group of dragons has done something about this.

They have granted the souls of drowned sailors the opportunity to be reborn as dragons in exchange for their never ending protection of water ways that they enjoyed in life

However a few folks think these beings just come from the realms of chaos but those individuals are mostly pirates employed by Brisbane itself

Water Form. The elemental can enter a hostile creature’s space and stop there. It can move through a space as narrow as 1 inch wide without squeezing.

Beach Walker. The River Wyrm can polymorph into a humanoid at will

Electric Aura: any atack within five feet of the wyrm takes 7d4 electricity damage (Constitution  DC saving through for half damage) in the water this range doubles to ten feet the electrical damage is doubled and you have dis advantedge on constitution saving through.


Spellcasting. The wyrm is a 6th-level spellcaster. Its spellcasting ability is Wisdom (spell save DC 15, +7to hit with spell attacks). The mummy lord has the following cleric spells prepared:

Cantrips (at will): sacred flame, thaumaturgy shocking grasp.

1st level (4 slots): command, guiding bolt, shield of faith

2nd level (3 slots): hold person, silence, spiritual weapon

3rd level (3 slots): fly, dispel magic, haste, lightning bolt


Actions

Multiattack. The wyvern makes two attacks: one with its bite.

Bite. Melee Weapon Attack: +7 to hit, reach 10 ft., one creature. Hit: 11 (2d6 + 4) piercing damage.
