You can use an action to the runes on this blade to erupt with elecrical power. The power remains for 1 minute any creature stuck with the blade takes 2d4 electric damage be used this way again until the next short rest.
Aditionaly when this dagger strikes a fellon it always does 1d4 extra electrical to them regardless of if it has been activated or not.
